Chin eating, drinking, pooping, but lethargic

Hey all. My 9 year old chin has been acting depressed for almost 2 or 3 weeks. I recently took away his papaya treats and figured it was depression. He spends a lot of his time sleeping, but he used to come to the cage to say hi and now just stays in his bed. I have noticed cataracts on both his eyes now, instead of just the one.
