3 day old Kits fighting

Mama Momo produced 2 kits on Monday. I think Momo isn't producing enough milk so the kits are fighting. The older one seems to attack the younger a lot.

I started rotating them for 2 hours at a time by placing them in a carrier. Momo actually gets the ability to sleep since they aren't fighting for the right spot at this time.

Any advice to help Momo and her 2 new kits?
